Today and some other time in SE fragmatch I can see a player as for example Devon from Russia that play with 0 ping and also I can't see him in statisticals on the web server, also someone can explain those points.

If you go to the observer - Ping is not visible

Server reports its own ping and its not always the same ping as you can see in the client
Also Croteam developers thought ping "-" or ping "0" would be usefull when reporting info back.
With short words - its a game bug. Server reports empty or "-" ping for some players.
Empty ping could be persistent or just first few seconds after connection.

An other player "SERIOUS SOLDIER" from Russia have no ping and he use cannon all the time.

And u must live with this,there are many players who are using only cannon and players where they are spamming 500 grenades/s...
