You can download some demos of him to check it. I've seen that he was banned in past, under very similiar tag: TheBestPlayer. Hope you know what to do

Indeed In SE only Red Station could use that rule, since it's difficult to overview the respawnplaces in the other maps.
But I remember long time ago that much players had more respect for eachother in SE. If you saw someone respawn you would just let him get a gun.
That respect for eachother was not a rule, but it was a nice thing to see

Overall... NG is a very difficult rule and in my eyes lots of people abuse it. But feel free to start a topic about that and I will write a full 100 paged paper with my opinion! xD
