He gets really angry and you might wonder; am I doing something wrong?

Well maybe you are and maybe you are not.
If the server has zero tolerance you should be careful.

But when can you kill noobs?

It's a great rule, but when there are lots of players (say >5) you might as well just get the closest gun and start fragging.
